Comparative Analysis of Arctic-Related Strategies at the National Level: Competition and Collaboration

The melting of ice creates favorable conditions for the development Arctic by elevating Arctic’s geostrategic value and stoking national competition. As a result, many states, both within beyond region, have recently released strategies or updated existing ones, clarifying their roles, interests, priorities, policies international cooperation. In this study, database is generated with collection from 16 then grounded theory applied to code texts in these strategy documents. Using code, word-frequency analysis, cross-tabulation, correlation cooperative-network analysis are implemented explore competition collaboration among states. results indicate that states significantly concerned governance, economic social development, security stability, while environmental protection scientific research given more attention non-Arctic addition, highest Pearson coefficient identified as 0.85 public affairs, which indicates on will dominate affairs near future.
